In real life, the European Union has increasingly and aggressively <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3316596\/eu-china-reset-never-was-summits-begin-divisions-remain?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\"><span data-qa=\"Component-Text\" class=\"css-0 ef9u0v00\">taken on China<\/span><\/a> over the past few years, often at the expense of its own economic and social goals.<\/div>\n<div datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1xdhyk6 ec74h0k0\">The EU has long complained about its trade deficit with China, attributing it to a lack of market access. Yet it <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3310464\/eu-has-no-interest-reviving-stalled-investment-deal-china-says-trade-official?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\"><span data-qa=\"Component-Text\" class=\"css-0 ef9u0v00\">refuses to ratify<\/span><\/a> the Comprehensive Agreement on Investment (CAI) \u2013 a golden opportunity to expand EU exports to China.<\/div>\n<div datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1xdhyk6 ec74h0k0\">The China-EU investment deal, which took seven years to negotiate, addresses many EU concerns and offers arguably the most favourable market access terms among China\u2019s bilateral deals. But in 2021, the European Parliament <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3134258\/eu-china-investment-deal-hold-meps-vote-halt-talks?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\"><span data-qa=\"Component-Text\" class=\"css-0 ef9u0v00\">suspended<\/span><\/a> its ratification after China sanctioned several European parliamentarians in response to EU sanctions on a group of Chinese officials for alleged human rights violations in Xinjiang.<\/div>\n<div datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1xdhyk6 ec74h0k0\">To break the stalemate, China proposed in 2023 that both sides lift sanctions; in April that year, China <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3318351\/bid-normalise-ties-eu-china-drops-sanctions-it-imposed-retired-mep?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\"><span data-qa=\"Component-Text\" class=\"css-0 ef9u0v00\">rescinded<\/span><\/a> its sanctions on EU parliamentarians. The European Parliament, however, dug its heels in, vowing to \u201cremain a strong defender of universal human rights and fundamental values\u201d. Consequently, the investment agreement remains in deep freeze. Is Brussels genuinely serious about cutting its trade deficit with China?<\/div>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Such a confrontational approach will also slow the EU\u2019s energy transition, obstructing its adoption of Chinese clean energy technologies.<\/p>\n<div datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1xdhyk6 ec74h0k0\">Thanks to Chinese advances, the cost of <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3324019\/facing-chinas-solar-power-industry-eu-advised-concede-defeat?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\"><span data-qa=\"Component-Text\" class=\"css-0 ef9u0v00\">solar<\/span><\/a> and <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/wind-energy?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\"><span data-qa=\"Component-Text\" class=\"css-0 ef9u0v00\">wind technologies<\/span><\/a> has fallen by 60-90 per cent since 2010.
