class=\"MsoNormal\"><span>8\u3064\u306e\u57fa\u6e96\u306b\u57fa\u3065\u304d\u3001\u672c\u8cde\u306f\u3001WTO\u52a0\u76df\u56fd\u304a\u3088\u3073\u30aa\u30d6\u30b6\u30fc\u30d0\u30fc\u653f\u5e9c\u304c\u5973\u6027\u306e\u8cbf\u6613\u3078\u306e\u53c2\u52a0\u3068\u5973\u6027\u306e\u7d4c\u6e08\u7684\u30a8\u30f3\u30d1\u30ef\u30fc\u30e1\u30f3\u30c8\u3092\u652f\u63f4\u3059\u308b\u305f\u3081\u306b\u63a1\u629e\u30fb\u5b9f\u65bd\u3057\u305f\u3001\u6700\u3082\u512a\u308c\u305f\u5f71\u97ff\u529b\u306e\u3042\u308b\u30b8\u30a7\u30f3\u30c0\u30fc\u5bfe\u5fdc\u578b\u56fd\u5bb6\u8cbf\u6613\u653f\u7b56\u3001\u8f38\u51fa\u30d7\u30ed\u30b0\u30e9\u30e0\u3001\u307e\u305f\u306f\u8cbf\u6613\u306e\u305f\u3081\u306e\u63f4\u52a9\u30d7\u30ed\u30b8\u30a7\u30af\u30c8\u3092\u8868\u5f70\u3057\u307e\u3059\u3002\u6388\u8cde\u5f0f\u306f\u300110\u670829\u65e5\u306e\u300c\u8cbf\u6613\u306e\u305f\u3081\u306e\u63f4\u52a9\u30b0\u30ed\u30fc\u30d0\u30eb\u30fb\u30ec\u30d3\u30e5\u30fc\u300d\u671f\u9593\u4e2d\u306b\u958b\u50ac\u3055\u308c\u307e\u3059\u3002WTO\u52a0\u76df\u56fd\u304a\u3088\u3073\u30aa\u30d6\u30b6\u30fc\u30d0\u30fc\u653f\u5e9c\u306f\u3001\u6240\u5b9a\u306e\u30d5\u30a9\u30fc\u30e0\u3092\u4f7f\u7528\u3057\u3066\u672c\u8cde\u306b\u5fdc\u52df\u3059\u308b\u3053\u3068\u304c\u3067\u304d\u307e\u3059\u3002 class=\"MsoNormal\"><span>\u5171\u540c\u8b70\u9577\u306f\u307e\u305f\u3001\u300c\u30c7\u30b8\u30bf\u30eb\u5316\u3092\u901a\u3058\u305f\u5973\u6027\u306e\u8cbf\u6613\u30a8\u30f3\u30d1\u30ef\u30fc\u30e1\u30f3\u30c8\uff1a\u653f\u7b56\u6d1e\u5bdf\u300d\u3068\u984c\u3059\u308b\u65b0\u3057\u3044\u6982\u8981\u66f8\u306e\u305f\u3081\u306e\u9032\u884c\u4e2d\u306e\u4f5c\u696d\u306b\u3064\u3044\u3066\u5831\u544a\u3057\u307e\u3057\u305f\u3002\u3053\u308c\u306f\u3001 \u306f\u3001\u8cbf\u6613\u3068\u30b8\u30a7\u30f3\u30c0\u30fc\u304a\u3088\u3073\u4e2d\u5c0f\u4f01\u696d\u306b\u95a2\u3059\u308b\u975e\u516c\u5f0f\u4f5c\u696d\u90e8\u4f1a\u306e\u30e1\u30f3\u30d0\u30fc\u306b\u56de\u89a7\u3055\u308c\u3001\u56de\u7b54\u671f\u9650\u306f7\u670813\u65e5\u3067\u3059\u3002\u56fd\u969b\u6a5f\u95a2\u3084\u5730\u57df\u6a5f\u95a2\u3092\u542b\u3080\u5229\u5bb3\u95a2\u4fc2\u8005\u304b\u3089\u8ffd\u52a0\u60c5\u5831\u304c\u53ce\u96c6\u3055\u308c\u307e\u3059\u3002<\/span><\/p>\n<h3>\u7d4c\u9a13\u5171\u6709\uff1a\u77e5\u7684\u8ca1\u7523\u306b\u7126\u70b9\u3092\u5f53\u3066\u3066<\/h3>\n<p class=\"MsoNormal\"><span>\u30d1\u30ad\u30b9\u30bf\u30f3\u306f\u3001\u81ea\u56fd\u306e\u77e5\u7684\u8ca1\u7523\uff08IP\uff09\u5236\u5ea6\u306b\u304a\u3051\u308b\u5973\u6027\u306e\u53c2\u52a0\u3068\u3001\u30a4\u30ce\u30d9\u30fc\u30b7\u30e7\u30f3\u304a\u3088\u3073IP\u30a8\u30b3\u30b7\u30b9\u30c6\u30e0\u3078\u306e\u5973\u6027\u306e\u95a2\u4e0e\u5f37\u5316\u3092\u76ee\u7684\u3068\u3057\u305f\u56fd\u5bb6\u30a4\u30cb\u30b7\u30a2\u30c1\u30d6\u306e\u6982\u8981\u3092\u767a\u8868\u3057\u307e\u3057\u305f\u3002 <\/span><\/p>\n<p class=\"MsoNormal\"><span>\u30d1\u30ad\u30b9\u30bf\u30f3\u306b\u3088\u308b\u3068\u3001\u56fd\u5185\u51fa\u9858\u4eba\u306b\u3088\u308b\u7279\u8a31\u51fa\u9858\u306b\u304a\u3051\u308b\u5973\u6027\u306e\u53c2\u52a0\u306f\u7740\u5b9f\u306b\u5897\u52a0\u3057\u3066\u304a\u308a\u3001\u5c45\u4f4f\u8005\u306b\u3088\u308b\u7279\u8a31\u51fa\u9858\u306b\u5973\u6027\u767a\u660e\u8005\u304c\u95a2\u4e0e\u3059\u308b\u5272\u5408\u306f\u30012023\u5e74\u306e43%\u304b\u30892025\u5e74\u306b\u306f54%\u306b\u4e0a\u6607\u3057\u307e\u3057\u305f\u3002\u898f\u5236\u306b\u95a2\u3059\u308b\u77e5\u8b58\u4e0d\u8db3\u3001\u6cd5\u7684\u652f\u63f4\u3084\u5546\u696d\u5316\u306e\u6a5f\u4f1a\u3078\u306e\u30a2\u30af\u30bb\u30b9\u5236\u9650\u306a\u3069\u3001\u6b8b\u308b\u969c\u58c1\u306b\u5bfe\u51e6\u3059\u308b\u305f\u3081\u3001\u30d1\u30ad\u30b9\u30bf\u30f3\u306f\u3001IP\u5553\u767a\u30d7\u30ed\u30b0\u30e9\u30e0\u3001\u5973\u6027\u5c02\u7528IP\u30d8\u30eb\u30d7\u30e9\u30a4\u30f3\u3001\u6280\u8853\u30fb\u30a4\u30ce\u30d9\u30fc\u30b7\u30e7\u30f3\u652f\u63f4\u30bb\u30f3\u30bf\u30fc\uff08TISC\uff09\u30cd\u30c3\u30c8\u30ef\u30fc\u30af\u306e\u62e1\u5927\u3001\u4e16\u754c\u77e5\u7684\u6240\u6709\u6a29\u6a5f\u95a2\uff08WIPO\uff09\u306e\u767a\u660e\u8005\u652f\u63f4\u30d7\u30ed\u30b0\u30e9\u30e0\u3078\u306e\u53c2\u52a0\u652f\u63f4\u3001WIPO\u304c\u652f\u63f4\u3059\u308b\u5973\u6027\u30a4\u30ce\u30d9\u30fc\u30bf\u30fc\u5411\u3051\u30d7\u30ed\u30b8\u30a7\u30af\u30c8\u306a\u3069\u306e\u7684\u3092\u7d5e\u3063\u305f\u63aa\u7f6e\u3092\u5b9f\u65bd\u3057\u3066\u3044\u308b\u3068\u8ff0\u3079\u307e\u3057\u305f\u3002\u4eca\u5f8c\u306e\u512a\u5148\u4e8b\u9805\u306b\u306f\u3001\u56fd\u5bb6IP\u6226\u7565\u306e\u5b9f\u65bd\u3001\u7279\u8a31\u5354\u529b\u6761\u7d04\uff08PCT\uff09\u3078\u306e\u52a0\u76df\u306e\u8ffd\u6c42\u304c\u542b\u307e\u308c\u307e\u3059\u3002 <\/span><\/p>\n<p class=\"MsoNormal\"><span>\u30a6\u30af\u30e9\u30a4\u30ca\u306f\u3001\u30a4\u30ce\u30d9\u30fc\u30b7\u30e7\u30f3\u3001\u8d77\u696d\u5bb6\u7cbe\u795e\u3001\u5305\u6442\u7684\u306a\u958b\u767a\u3092\u4fc3\u9032\u3059\u308b\u305f\u3081\u306e\u3088\u308a\u5e83\u7bc4\u306a\u6226\u7565\u306e\u4e00\u74b0\u3068\u3057\u3066\u3001IP\u30a8\u30b3\u30b7\u30b9\u30c6\u30e0\u306b\u304a\u3051\u308b\u5973\u6027\u306e\u53c2\u52a0\u3092\u5f37\u5316\u3059\u308b\u53d6\u308a\u7d44\u307f\u3092\u5f37\u8abf\u3057\u307e\u3057\u305f\u3002\u540c\u4ee3\u8868\u56e3\u306f\u3001\u5973\u6027\u8d77\u696d\u5bb6\u3001\u7814\u7a76\u8005\u3001\u767a\u660e\u8005\u5411\u3051\u306e\u52a9\u6210\u91d1\u5553\u767a\u30a4\u30cb\u30b7\u30a2\u30c1\u30d6\u3001\u6559\u80b2\u30a6\u30a7\u30d3\u30ca\u30fc\u3001\u7684\u3092\u7d5e\u3063\u305f\u30b3\u30f3\u30b5\u30eb\u30c6\u30fc\u30b7\u30e7\u30f3\u306a\u3069\u3001\u5973\u6027\u306eIP\u4fdd\u8b77\u3001\u8cc7\u91d1\u8abf\u9054\u6a5f\u4f1a\u3001\u30a4\u30ce\u30d9\u30fc\u30b7\u30e7\u30f3\u652f\u63f4\u3078\u306e\u30a2\u30af\u30bb\u30b9\u3092\u6539\u5584\u3059\u308b\u305f\u3081\u306e\u63aa\u7f6e\u306e\u6982\u8981\u3092\u8aac\u660e\u3057\u307e\u3057\u305f\u3002\u30a6\u30af\u30e9\u30a4\u30ca\u306f\u307e\u305f\u3001\u56fd\u5bb6IP\u5e81\u306e\u5f93\u696d\u54e1\u306e71.6%\u3092\u5973\u6027\u304c\u5360\u3081\u3066\u3044\u308b\u3068\u5831\u544a\u3057\u3001\u5553\u767a\u6d3b\u52d5\u3084\u5dee\u5225\u7684\u306a\u5e83\u544a\u3092\u7981\u6b62\u3059\u308b\u6cd5\u5f8b\u3092\u901a\u3058\u3066\u3001\u5305\u6442\u7684\u306aIP\u6587\u5316\u3092\u4fc3\u9032\u3057\u3001IP\u8cc7\u7523\u306e\u5546\u696d\u5316\u306b\u304a\u3051\u308b\u30b8\u30a7\u30f3\u30c0\u30fc\u30b9\u30c6\u30ec\u30aa\u30bf\u30a4\u30d7\u3068\u95d8\u3046\u305f\u3081\u306e\u7d99\u7d9a\u7684\u306a\u53d6\u308a\u7d44\u307f\u3092\u5f37\u8abf\u3057\u307e\u3057\u305f\u3002<\/span><\/p>\n<p
